I've included a link to a YouTube short because a video will have more information than I can convey through writing.

I could hear the fuel pump before trying to start. I could smell gas after recording the video. Spark plugs are new. Battery was checked and is healthy.

Ok. I can do that. I'll try to be short.

1) needed a top end rebuild. Rocker arms weren't in the right position because a piece of aluminum broke off from rocker arm cradles.

2) decided to swap out engine. used engine cheaper getting a new cylinder head and rebuild.

3) mounted new to me engine. discovered issue with gear shift shaft. Opened up the clutch cover, removed the clutch, replaced the gear shift shaft. Broke the detent arm fixing in the process. Managed to remove broken fixing and put everything behind the clutch cover back together.

4) put the rest of the bike back together. Tried starting her up and the results is the video above.

Are you certain that the engine ran before? Did thw PO borrow some part like the crank sensor?
Double and triple chechk all your wiring and connections, particularly those for the ignition. Its easy to mix up or miss a connection, or damage wiring or a connection.

Well, got her to run! I'm thinking it is the missing fuel tank breather hose. Got her to run by removing the gas cap? Does this make any sense?

Actually it make perfect sense. A blocked purge valve or non-functioning vapor recovery system will act like holding your finger over the end of a straw of your McDonald's soft drink. The fuel can't flow out of the tank if there's no ventilation. It's the same principle as putting your finger over the end of a straw and pulling it up out of your drink.
It's designed that way to prevent fuel vapor escaping when the engine is not running to reduce air pollution, it's a system invented for California in the 1970's.
