That's a nice-looking bike. They can run in the $6K region, plus or minus. That could be my wishful thinking.
Looks like the seat was upgraded and maybe the turn indicators, or at least the lenses on them. Just ask what else has been changed from stock, and maintenance records. With 1200 miles a year average, it seems like it was used often enough. It still has the secondary air system and oxygen sensors, so the engine management system probably hasn't been messed with, so you can be confident that part is still from the factory. Usually those are some of the first things to go when folks start installing different engine tunes. Still, I'd ask just to be sure.
Bigger ticket maintenance items are valve clearances and brake lines/brake fluid every two years. Fork oil and seals also every two years. Not big issues if you can do them yourself. At 9,500 the clutch should still be okay, unless there was significant use of it. But a lot of scramblers never see significant (or any) off-road use, so clutch usage should be "normal". At 18K miles my clutch is still good (did an inspection at 16K and still had 2mm over min thickness on the friction plates) and I used mine off-road a decent amount for about a two-year period prior to that. Your chain stretch should also be no where near max reading.
That's the best I can tell from the photo. Good luck, she's a beautiful example of a Scram. And that 270 degree exhaust sound is delightful.
