Thats the Roadracing cover. I don't know that is actually serves a purpose other than for looks, but it looks cool when paired with their rad cowls, aluminum fender, and bellypan.

Hmm, dunno 'bout being a disc cooler- you could argue either that the piece works to funnel air close to the rotor, or that the hot air would just get trapped inside (along with brake dust?) I agree though, that it looks pretty smooth when paired up with other body parts...
