What is this part?
Looks like its been squashed. Can it be "fixed" or do I need to replace it?
What does it do? Does it even need to be fixed?

This is the bottom of the riser? It could be a rubber grommet. You wouldn’t expect metal on metal at this juncture. Is there any front to back play in the handle bars?

It is an anti vibration rubber that has been well over tightened

Possible that someone may have had the handlebars off and on reinstallation, failed to put the lower "cup" in place.
Tightening the bolt without it would collapse the upper and lower rubber bushes.

Pic from bottom shows "cup" in place.
Also, there should be a little play in the bars . That's why there's rubber bushes in there, to absorb vibrations.
