no, because you have to shim the clamp and all the controls.

that would be nice, 7/8'' bars are a dime a dozen!

I've had 1'' bars slip even after tightening them down. I use shims under my bar clamp. I cut thin strips of aluminum out of a pepsi can, they work well.
I think it would be tough to shim them and not have them slip, not to mention unsafe like you say.
