Well here's how I would do it.
Get a piece of wire that can be looped through the lower spring hook and long enough to reach a lever placed against the foot peg of the stand. Hook the spring into the top mount and lever the spring down to fit over the lower mount.
There is a tool made for working on automotive drum brakes for installing springs. It's shaped like a "T" and has a hook on the end of the shank. Mind you, its best to do the install with the stand in the "up" position. The spring requires less extension there...
I like the leverage idea, but I've done it with the assistance of vise-grips to allow maximum grunt. For the side stand, you might have to use an S-hook or something like it between the spring and the vise-grip.
Be careful, and wear eye protection in case you send something flying.
