I'm sure a forward mount could be fabricated without necessarily welding the tabs on the frame.
But the second gen airbox is a tough fit under there though (mine is the other way around - an 02+ motor under a 97/98 tank); I removed the scoop and had to relocate the temp sensor - it's still snug but it works.
Yes, you would definitely need the 10 bolt pump (which works fine with the late injector rail incidentally)
Then you have the interaction with the tail to think about.
Next up is the fuel level sender - completely different and incompatible with the second gen electronics. I did create a work-around but it's not trivial.

It's probably a lot more work than may be worth
