Have just fitted some 1" handlebar risers to the new Speedy. They came from www.squaredealsltd.co.uk for £30..... made for the "Triumph Bonneville & T100" suitable for 1" diameter bars.
They are a spacer essentially that fits between the handlebars and the existing handlebar mount.
I had to drill the holes out to 10mm and had to shorten the bolts by 5mm to get a nice snug fit but very pleased with the result.
Much easier fitment (do not involve fiddling about under the top yoke) and much cheaper than the Motone "Up and Over Risers" that are over £110 for a set.

I also find the stock bars are not nearly high and back enough. Your solutions should help a bit.
I've put together a solution with longer bolts and chrome spacers and poly washers that rises nearly 4".
Total cost was about $100, and do not need long cables kit.

Can't recall if I shared this previously, sorry if I have.
I used 1" spacers + the Motone Up and Over to get the result I wanted with some LSL Flat Track h/bars
