I have a 2001. Can I change the bulbs out in the tach? One is out.

Yes of course you can - kind of a PITA however; you need to remove the entire cluster assembly, then remove the tach from the instrument housing by unscrewing the three appropriate hex nuts (item #26 per below diagram - similar hold the speedo & temp in place) from the back side that hold the tach in, then remove the tach from the front side. Once you get that far, should be obvious.
