Hey !
Changed last year my front brake pads, I had to dremel some edges for a better fit (lightly).
It was a very low price Ebay item.
After that the break action felt good on and off.
I took the bike recently out for other fixes and I feel the front wheel is not spinning super freely.

My question, is it normal that the pads lightly touch the disk ?
If I give it a good hand spin, it freely goes a quarter turn max...

Even with the brake pads just touching the disks, the wheel should turn freely. With the brake calipers removed from the wheel, how does the wheel spin then? If it is still stiff, it may be your wheel bearings that need attention. If not, then your brake calipers & pads will need stripping and cleaning.

It's not desirable but it's not uncommon. The manufacturers tolerances my be a bit generous, producing slightly thick pads. Hopefully they will wear enough quickly enough to let the wheel spin freely. If they're dragging a lot they will produce heat and cause rotor and brake fluid problems. Good brakes are important, not the place to save money.
