I have a local guy with a good reputation for powdercoating, even though his name is "Shaky"...He says his process is fine, with a limit in the 450 degree range. Does the ST's exhaust outlet run anywhere near that temperature?

Nope. Powder coating would be fine. They get hot but not that hot at the tips plus your tips arent actually apart of the exhaust and don't touch the muffler anywhere except at the bolt points.

FWIW I've had my exhaust tip powder coated gloss black, no problems with heat in the past 6 months. I hope you don't get ripped-off like I did though (paid waaaay too much).

Thanks, gents. I'm going to take the outlet cover to my Jamaican friend and see what he wants for the job.

I had mine done too. If you don't get a deal and depending on what color you want it, you can probably do it yourself with a can of high temp paint.
