The TBS I'm looking at has a good sized dent in the top of the tank. It's about the size of the fill cap, and deep enough that the paint is split with a little rust.

The rest of the bike appears quite clean.

Is this mendable or would a tank replacement be needed to bring back to it's original condition?

Go get a new tank. Just my US$0.02 on the topic.

For what it's worth, Baxter's (http://www.baxtercycle.com) may be able to help. Good tanks pop up pretty regularly on Ebay. And, if you ask, somebody on here's likely to have one that he'd be willing to part with.
