I want to go with something a little smaller in diameter and a little wider than the stock 2.5"...maybe a 16"x3-3.5" wheel, with a decent amount of rubber around it....maybe 130 or 140...Can I?

Sure you can, it all depends on how much you want to spend.

There's lot's of room for a wider wheel/tire between the forks, it's just a question of whether or not you will still have room for the fender.

I you go with a generic aftermarket rim, you will likely have to get an axle made and relocate/modify your brake caliper brackets. If removing the fender, you will need a new fork brace with brake cable eyelets or else drop down to one front brake. The list can go on and on depending on what you want to do.
