My parts supplier talked me into ARP bolts and nuts. Would they have unique torque requirements or would I just use the 1970 Tiumph manual nums?

Don't use the torque figure you find in a 650 manual. From '69 the torque figure should be 22 ft-lb for UNF bolts. This change was not listed in 650 manuals, they still gave 28 ft-lb for the previous bolts.22 ft-lb is given in the T140 manual.
Its more accurate to measure bolt-stretch (0.004"-0.005") than rely on a torque wrench.
The bolts should be lubricated and then tightened and released 4 or 5 times, before final torque up.

Check instructions with the rod bolts on stretch. It is different then stock Triumph numbers. Also ARP insists that you have to use their thread lube to get accurate readings.
