Scottoiler removal???

Discovered what I believe to be a Scottoiler pipe peeping out from chain guard...if not in use would this have a negative effect on bike such as moisture getting into the engine,rough running when cold and having to give a few extra revs when starting up in morning to prevent it cutting out...should I remove it and cap off or replace t- valve on vacuum pipe???

Isn't the Scottoiler vacuum-actuated? Therefore, if the bike isn't running, no oiling. I highly doubt it would backflow either.

I can mate but not until tomorrow as working long shift..thinking about Ecu tuning or remapping ( I don’t know the difference)...I’ve changed plugs oil/ air filter and put nice new oil in...going to bang some redex in to clean fuel lines and such but other than that I don’t know what to do...not sure if taking it for ecu malarkey is the answer if I need to do other stuff first...
