Yeah, a few years ago they relaxed the gear requirements a bit on bases. Now, as long as you're covered up and wearing a helmet, no one cares! I remember getting scolded once for not wearing a reflective vest on a sunny New Orleans day! Luckily I had one in my bike.
Is Ft. Hood the only base that's still so strict?
I won't say it is because I don't know but some of the other major installations for example Ft Campbell, Fort Irwin and Fort Bliss are not like that. They say it makes you more visible but most accidents are not because the motorcyclist was not wearing a high visibility gear. Not to mention the fact that is has to be reflective even during the day .... go figure. I think the most common excuse in a motorcycle accident is " I didn't see them".
