The top box, mounting and loom running towards the engine are identical to the set up showing how they test bikes on display at the Triumph Visitor Centre, so it looks to be genuine Triumph.

Of course, the point of testing a bike is to determine if it should be released and is fit for release so it's quite possible that this may never appear at the dealership (though using the same logic, it may well do)

A lot of wires running into that top box. Looks to my eyes to be a data acquisition rig on a test mule platform built on a bobber. You're guess is a good as mine as to what is actually being tested. From the looks of those forks they are probably testing several different items that might be destined for several different bikes.
