You're talking about the spring-loaded split gear on the cams themselves, right? I found something that would fit the hole, like a drill bit maybe. Once you spin the spring loaded gear enough the hole in the stationary gear will line up. Put the drill bit in to hold them in place until you've got one of the caps in place. If I recall, the spring loading amounts to about the distance of one tooth.
