I've had some good results with a pressure washer. It will remove rust flakes much better than screws and shaking; and, might remove your gunk. Of course, it's difficult to hit everywhere in a tank with a straight wand so I put a small bend in the wand that lets me hit it all. After cleaning, I immediately put in around a cup of WD40 and turn the tank every which away then drain it and set it in the sun to be sure it is dried out.
