? about 1971 t100c sprocket distance piece

hello all,
i am replacing the main bearing seal on a 1971 t100c and i found a second distance piece riding next to the bearing and fitting inside the oil seal lip.
my parts book only shows one "distance piece". the beveled distance piece (part no.70-9595> i think) has the bevel toward this second piece.
this second piece measures: 1.34" od x 1.05" id x .168 thick
should this piece be there?
in working on this bike i have found a number of strange things the previous owner(s) have done.
