you are absolutely right, but we both know what happens if you try and have that law enforced. They will find ways to get around it, to make your life miserable, etc. i wouldn't even be surprised if they did a little something to your bike that would come back to haunt you down the road. Sorta like suing your know how your job would be after that. i think that law is more of a scare tactic in hopes they will follow it to begin with.
