Rain, I had this problem with some Mecatwin bars, which were smaller in diameter than 1" and not knurled. Mecatwin told me to take the top part of the handlebar bracket and rub the flat surface on some abrasive paper. Apparently, it only requires a few minutes to reduce the bracket enough to allow more of a gap that then allows the bolts to clamp down before meeting the bracket base. Not wanting to do this at the time, I bought new bars instead, but it may be worth considering if the other suggestions don't work.
By the way, the NH bars I have on at present are not knurled either but they do not slip. Personally, I'd be more inclined to rub down the bracket underside and/ or use coke can aluminium shim rather than scoring the chrome on the bars. You won't harm the bracket's ability to grip properly should you wish to change bars in the future.
