Yep. I'm sure that is true.

Of course since I can't even unfurl mine from the storage pocket - they are extremely secure against blowing away!

Look below the pocket for another zipper, the rain covers come out from the bottom of that side pocket.
I was scratchin' my head a bit too before I figured it out....

Triumph panniers rain covers

Ivar is right , they come out the bottom of the outer pouch. I found them to be useless and cut them out and trashed them. It gives you a little more space in the outer pouch. Just my $.02

Yep. I took the bags in to the dealer. The parts & accessories gal pulled the bottom zipper & unfurled the rain covers. Bottom zipper? Duh. You see, I am tall. I look at things from the top. Oh, never mind...
