The thought just hit me ..... on our Triumphs, one throttle cable is used to open the carbs, the other is used to pull them closed. It would seem that if the cables are adjusted properly, you should be able to return the throttle to idle by physically twisting it to the idle stop. If you can do that and she idles down, but the throttle hangs up when you rev it slightly and let go of it, then it sounds like one or both cables are bent too tightly, damaged (kinked), or perhaps the cables are starting to wear out. When cable strands start to break, they can hang up inside the outer cable sheath.
