Question triumph panniers and frames

Can anyone tell me if the Triumph fabric panniers which sell in the UK for £160, come with the support frames included in the price? Or do you have to pay the extra ton for the frames in addition.

I like them , tho maybe a tad small for touring, they are just right for everyday use, and those handy rain covers, which come out of a zippered compartment, work great.
