Kerosene will remove light rusting. I use it frequently in the shop to get rust off metal pieces that I take from the storage bin. Just put some on a rag and start rubbing. It also protects the surface once you get the rust off.

The only rust I ever had on my bike was in the handlebar mounting screws, down in the holes for the allen head. I got it all out with a Q-tip soaked in kerosene and it never came back.

Washing the bike fairly frequently, with the right cleaner, is a great way to prevent rust and corrosion.
