Yes, TORS are louder.

How much? Well, you'll get different opinions. I have the short TORS, and my ears hear them to be louder, especially at higher RPM's, but not so loud as to irk the neighbors...

Plus, I like the look.

Not all TORS have the same internal construction: some have baffles others don't. Many different serial/part numbers for TORS. See the discussion link below for more.
