Pete's right.
Here is a drill that will get you to an idle of about 1100-1200 rpm, which is a little high and is GOOD for a whole lot of reasons I won't go into here.
1. Ride the bike for about 20 miles so it is good and warm.
2. Turn the idle adjustment screw counterclockwise until the bike stumbles a bit.
3. Wait ten seconds and turn it up until it doesn't stumble at all for about 30 seconds.
4. Wait a bit and rev the bike a little, NOT to the red line, just to loosen the throttle cables a bit, and repeat 1 through 3 again.
5. Ride the bike around the block.
6. Stop and do the drill one more time.
7. You'll be at about 1100 rpm if your bike has less than 10K on it and closer to 1200 if your bike is thoroughly broken it.
