No not normal. Check routing of throttle cable so that its not snagging on something. Alos check adjustment of slack in cable.

When I adjust my throttle cables, I do it with the bike on the center stand so it's easy to turn the front end to the right and left. If I adjust the cables (at the handlebar end) so that they have the amount of freeplay I like, I always find that the throttle binds when I turn the front end to the right. The throttle will snap shut when the wheel is pointed straight ahead and then bind when the wheel is turned right. I have to readjust to get rid of this binding and have the throttle snap shut when the front is turned to the right. I have found that I have to check this every so often, as even though I'm not aware of any throttle changes, the binding upon turning to the right can reoccur. If the throttle binds, the revs go up. Not what you want to have happen if you're in slow traffic or moving slowly around a parking lot.
