I went for a quick ride, only ran for about 10 minutes...
When I rev up, it seems slow to lower it's rpm...

If I understand your post, you rev the engine and when you let off the throttle the engine is slow to drop in RPM's back to idle or acts like you are slowly letting off the throttle. My first thought is that your throttle cable may be sticking. You could try cleaning and lubing it, or it may be frayed. That might not be it but I like to check the easy things first.

Check for clearance between the assy (that holds the front brake reservoir, brake lever, starter button, emergency kill switch, etc.) and your throttle grip. Loosen the allen bolts holding the assy and slide it away from the throttle grip if needed. Some have had this problem. There should be about 1/8-->1/4 inch clearance.
