Responded to you on advrider.com. Short version: Hepco & Becker makes a tail rack for the Scrambler that could theoretically be used in conjunction with a solo seat and rack, for two racks/topcases. No one makes any side luggage due to the high exhaust.

GleamingTwin from New York has a very good looking single black leather bag - he'll probably see this and respond. JohnyC from Scotland has also made up a LH pannier that looks very useful and tidy. I use a small leather bag attached to my ventura L bar on that side.
My wife doesn't seem to mind the pipes, says she can feel them, but they're not uncomfortable. It's cool here most of the time though. Wonder how the Oz boys go in summer...? cheers Pat

Here's a couple shots of my leather "city bag", which is an available Triumph accesory, mounted on my Scrambler:
The bag also easily detaches, as shown below:

ekenfecker,
I sometimes use a tank bag, if I'm only going away for a weekend I use Oxford tank and tail bags. I've just finished installing touring racks for going further afield two-up. It does look a bit lop-sided from the rear, but I haven't ruled out lashing a pannier rack on the exhaust side to carry a 21 ltr pannier, the silencers don't give off a lot of heat.
racks:
21ltr pannier:
40 ltr panniers, one used as top box:

check out metal mule they inform me that they now have a solution for the scrambler, if you are looking for a serious set of boxes.

I'm going to adapt some Motosport soft panniers for the scrambler so I can use the same panniers on both bikes. I got the rack loops so now looking for attachment points. The end of the top frame rail is a possibility for the left one mounting points for the right are fine but they are gonna stick out a bit more. I don't think thats going to make a difference in terms of riding, as I ride around all the time with one pannier anyway with negligible effects on handling unless its heavily loaded.
Jeez, those Triumph city cases look useless small and a bit too metro-sexual for me. :-D S'pose tats what happens when you let those sweet design boys take charge!

Davo,
No worries about a single pannier, I've felt the weight of the exhaust system on the other side! (btw, if you want to remove the Scrambler headers you have to remove the oil cooler first)
