If it is the hose retaining liquid I will agree with cliff . from experience if you cut the end of the hose at a slant; it should drain out.

Actually, the hose doesn't fill with water, the water winds up blocking the hole in the hose and the vacuum starts diminishing. Cutting at an angle does fix this problem.
The fuel vent hose has a one way "valve" in the line. That is why it takes a few minutes for the tank to get more air.
Of course, the best solution is to get a vented fuel cap from Brent over at newspeedmaster.com. I would recommend leaving the vent hose attached for safety purposes.
This problem is a fact.
