Sunday when I went up the on ramp behind a VTX 1300 I attempted to give it a go. In 3rd, 4th, and 5th it was sputtering (rpms were not maxed) on hard acceleration. Is this caused from the petcock not allowing enough fuel?

The petcock delivers more fuel that your engine can use, so unless it's blocked, no. A couple things it could be are the floats out of adjustment so that they aren't allowing enough fuel in the bowls to supply the jets when run hard. But more likely you may be hitting the limiter. the limiter doesn't necassarilt cut in right at redline or even at the point it's spec'd to. My limiter is supoposed to kick in at 8k but it happens at 7.5 o a bit less on the tach, plus the tachs aren't necassarily accurate. If it happens when you're NEAR redline then thats what it probably is.
