There are no clearance issues in mounting a 150/70... people have been doing it for years...
The "issue" is that most manufacturers spec a 4" rim as the optimum size rim to mount their 150's on. The Bonnie (et al) rear rim is a 3.5". So in effect you're "putting the squeeze" on the side walls to the tune of 1/4" on each side... Not drastic, it does affect the profile of the tire (side to side, across the tread) slightly...
As far as the radial/bias tire thing goes... Continental Trail Attacks used to be solely Bias fronts & radial rears... I see they do currently make one radial front though... So if they manufactured and sold their tires in that configuration, , I would figure that they must know what they are doing...
