What does this stand for?

130/80-17 65H What does the 65H indicate ? I have a choice between that or these 130/70-17 62H.

keep in mind as speed ratings go up tires usually sticker and wear faster

Bear in mind that your bike has been homologated with a specific tyre size - you may find in your state that's all you can legally fit?
