Question about soaking clutch plates

Quick question. I apologize if it seems like a silly.
When soaking a new clutch prior to installation, should it be only the friction plates or both the friction and steel plates?

Its the friction plates that need soaking.

You can do them all, but all you're doing to the plain steel plates is making them oily!!
