Bought my '08 T100 in September. Trying to determine date of manufacture (for one reason, I want to replace w/ metal tank badges, and I understand later production '08s no longer have holes behind plastic badge). There is a label on headstock that, in addition to including the VIN number, says "08/07". Is this the manufacture date? If so, does it equate to "August 2007" or "2008 July"?

That is indeed the manufacture date, and it means august 2007, you got one of the first 08 models, so there is a very high likelihood of threaded holes being available behind the badges.
