I don't know who made it, but I saw those photos back even before the Thruxton existed. At the time the UK motorcycle press (I think it was MCN) claimed that this and another one were Triumph's test mules for a prospective Scrambler and Thruxton. That turned out to be a pack of lies (as usual!). Lovely looking bike, though.
