That is a skills riding competition, like trials, except on flat asphalt with lots of turns. Notice that the rider never put his foot down?

Looks a bit like the "road test" we had here in the 70s and 80s.......the cops would do it first on their Davidsons and intimidate the hell out of the civvies waiting for the test. If you did anything on the test out on the highway, you'd have been arrested. Figure eights, etc.
