After installing the new football grips and bars 31 1/2", when I turn the bars all the way to the right, the throttle engages. It doesn't twist, but still revs the engine. What are the two cables coming out from the throttle housing? They appear to be adjustable. Maybe I should loosen the throttle bolts and move it around on the bars.....???

The 2 throttle cables are indeed adjustable on the Speedy, likely on your bike too. There is a little nut you can loosen and adjust, and retighten. You may have to play with each cable to find the desired setting.

FYI
I had a really weird problem with the throttle cables. For some reason the had worked their way out from under the tank and were actually getting caught on the left side of the tank in right turns, resulting in the throttle sticking. I shoved them back under the tank and used a cable tie (loosely!) to keep them in place.

the 2 cables make a , "push pull" setup. One pulls the throttle open, one pulls it shut. Free play is very important on that kind of setup. Check to make sure you have some free play in the throttle. If there is no free movement of the the twist grip, adjust the cable housing, about 2 inches down one cable you'll see the adjuster. Screw it in some to give the throttle a bit of free movement, and that should do it. Also turn the front end and watch the cables, if they bend in a funny way that will do the same thing.
