I painted the headers on an air-cooled Yamaha four cylinder with hi-temp exhaust paint, which was the best available at the time. It lasted about three years before needing to be repainted. They were not chromed however, and I would think you would need to really scuff up the chrome in order to get a good adhesion. I think you'd be better off getting it done by a professional ceramic coating operation that knows how to prep chrome pipes. I just had a couple of pieces powdercoated, including the headlight shell. I had to take the chrome shell to a chrome shop and get it striped down to the nickel before the powdercoater would work on it. Then he sandblasted the shell before powdercoating. That's what was required for a low-temp item, so that's why I recommend you take it to a pro.
