Easy...mostly.

Take very good pics of your wheels for rebuild reference. Disassemble.
Powder coat rims (mine are done in satin black). Cost $40/rim.
Carefully reassemble, protecting rims with paint masking tape.
Take to a wheel shop for final spoke tighten/true and tires.

Mine took four days from start to finish. After five years, the powder coating has yet to chip or scratch.

Whole thing cost me $120.
