Is the frame on the '95s the same as the frame on the newer body style? I would like to get the hard bags from a '96 or newer, but I noticed that Triumph changed the rear panals to accomidate the bags. Can I swap out the panals? will I need a new seat also? Any one done this before?

The post '96 bags will not fit the earlier model without some serious and expensive mod's.
Been down that road myself. So, instead, I went for the Givi luggage system, apart from it not being colour coded, I think it is far superior than the Triumph ones in every other aspect.
