Sticking throttle bodies & weird TPS readings

I have a weird problem. I seem to have butterflys stick to throttle bodies when they're closed. Also I can't seem to be able to adjust the TPS so that the throttle position ranges from 0 to 100%, I set it so that it's 4-100.

I could make the throttle body limiter screw keep the throttle bodies a little more open (without affecting the idle), but if I wanted WOT result in 100% from TPS, then fully closed would give a 6-7% reading.

WTH?? Can anyone shed any light on the subject?

Someone told me that sometimes Powercommander can disort the TPS readings on Speed Fours, is this a fact? Should I just ditch the PC?
