Not that it's a big deal, since a well treated Triumph four cylinder will last just about forever. No, there's no chip in the key, so a good locksmith should be able to deal with it. Be aware that Triumph blanks can be hard to come by. It my have toasted its starter and that's why it sat. I'm not sure why the starter would die. These bikes have electrical issues typical of bikes that age, because the stator and regulator/rectifier tend to go out after a while, but that's true of just about any bike you can buy around that era.
