When I open my fuel tank, I turn the key all they way, and then I have to pull up on the cap sorta hard to get it to open. When it opens, a bunch of air rushes down into the fuel tank. Is it normal for the cap to have this much suction from the fuel tank?

ive never had that problem with my tt or zxr but when i unscrew the filler cap on my car there is always a rush of air into the tank have you checked the breather pipe?

I had the identical problem with my s4. Dealer corrected it under warranty. Kinked vent line.

The other possibility is an incorrectly positioned tip-over valve in the vent line. I bet you have trouble starting it when the tank isn't full and the temperature has dropped (ie after it sat outside for a cool night).

DUDE! I have the same problem, It started after I took the bike in for ruptured fuel fitting. Is that normal or abnormal?

Whoever put the fitting on probably got the vent hose twisted a little when the tank went back on.
