Chain guard screw?
When I bought my bike it had an aftermarket chain guard on it that was a little loose. The rear screw (the vertical one, going into the frame) had some foam around it that had rotted away so I was going to replace it. The problem is that for some reason I can't loosen or tighten that screw because when I turn it the whole assembly turns.
I tried looking this up in the service manual but that part isn't in there, or I didn't look hard enough. Does anyone know what I'm talking about? What should I do?
I'm worried because I don't want the chain guard wobbling into the chain while I'm riding it, but I can't figure out how to get that screw any tighter now, and I already took out the foam spacer.

what bike is it, i think u just have to take out the whole piece and then put the insert back in. or put another insert in

When you say the "vertical one, going into the frame", are you taking about the screw that goes through the top of the swingarm near the rear axle? The swingarm has a threaded insert pressed into it that is not supposed to move. Without seeing it, it sounds like the threaded insert is spinning; either that or the screw is stripped.
The screw can be a pain to get out if the insert is spinning, but one trick is to put side-force on the screw and try to jerk it in one fast motion to break it loose. It doesn't sound like there is enough room, but if you can get a punch, screwdriver, or small cold chisel under the chain guard, try to hit the top of the insert so that it dimples into the swingarm to lock it in place.
