I've got about 1/4" free play in the throttle grip before it increases rpm above idle.

This is starting to cause me problems in corners. Racers seem to think this is a big deal. Some racers refuse to test ride a street bike before the throttle free play is eliminated.

Is this a normal factory adjustment, or do only racers do it?

Racing is different from riding on the street, so what racers like and want is often different from what's best on the street. The throttle free play is typically adjusted by fittings either inline on the cable housing near the clocks or right at the housing.
