Starting from cold

The TT doesn't like to start from cold. It just won't idle when cold but fine when it is warmed up. I have to add a touch of throttle to keep it from stalling.

Any ideas or solutions.

Year, mileage, history, last spark plug change and/or service, any other symptoms?

It's kinda tough to guess without more information.

the bike is a 2003 with 5k miles. Was last serviced only a couple of months ago including plugs and all the filters.

strange thing is I started it yesterday and it was fine but the temperature was warm 17 degrees. Last time I tried it was about 7 degrees.

Our bikes are fickle beasts. Mine is exactly the same as yours - warm ambient temp, starts no problem - cold ambient temp, needs a fraction of throttle until the temp display reads a number as oposed to "lo". It's either the idle CO or idle stepper valve (aka IAC valve) or both. You need your dealer to set the idle CO, or you need a Tuneboy (pricey) or a Dealertool (£70 GBP).

My guess is a leak in the IACV body or maybe a leaking vacuum hose. Look at the "octopus" under the airbox. Chances are the IACV (the thing in the middle of all the hoses) has a leak along a seam or one of the hoses is either disconnected or damaged. Another problem is the occasional airbox with an unplugged hole in it. Those happened mostly on 2000 model bikes, but I suppose any TT600 or S4 could have a similar issue. The airbox should be completely sealed downstream of the air filter.
