My understanding was that this was a point of negotiation on new bike sales with the individual dealers. In other words, this was not an automatic Triumph wide program. For example, when I shopped for Triumph deals, I got various prices, some of the offers included the $500 of Triumph merchandise and some did not. I wound up going for a deal without the $500 of clothing because I got an overall lower price without it.
Your post does not clearly indicate whether the dealer in your situation threw in the $500 of goods on your specific deal. If he did, you may have a verbal contract which can be used to make a claim against the dealer in small claims court. And by all means if you have something in writing that would be very helpful. If the dealer promised you the merchandise and he is coming up with the excuses you mention in your post, that is just pathetic and means the guy is just being greedy. One thing I should mention is that on the $500 deals that I was offered, everyone of them was specific on the point that they needed to come out of the dealers existing stock of product. And the merchandise offered does not include parts or accesories, just clothing and related items. So I am a little surprised to hear about some of the excuses being related to catalog problems and shipment problems as these would not come from exisiting inventory.
Here is a link for examples on the small claims process. Do a little research and maybe get the forms for your judicial district. Fill them out and let the dealer know what you are about to do. This may get action from the dealer without having to actually appear in the small claims court.
